Draft HE guidelines 2005

DfES DRAFT HE GUIDELINES CONSULTATION:

In March 2005 DfES issued draft guidelines for LEAs on home education, and started a limited consultation with home educators and LEAs on that draft.  As the consultation was not a full consultation there are no DfES webpages on the consultation.  As of March 2006 home educators have not been given any further opportunity to comment on the draft guidelines, which may have been delayed by the drafting of legislation for the revised Pupil Registration Regulations and the Schools and Inspections Bill 2006.

HOME EDUCATION COMMUNITY CONSULTATION RESPONSES:

Education Otherwise were invited to coordinate a response, and their submission can be accessed here along with other background information, and notes from meetings between EO’s government policy group and DfES officials.

Mike Fortune-Wood, who runs the Home Education UK website and is a well known figure in the UK home education community, was invited to collate a response from home educators who were not members of an organisation.  The resulting response can be accessed here .

A response commentary and briefing paper were submitted by the HE-consult-UK forum, available here.

OTHER CONSULTATION RESPONSES:

Since the consultation period has gone on for so long without DfES releasing information about the process, Mike Fortune-Wood made a Freedom of Information Act request for copies of the consultation responses.  These are available here.
