Consultation responses

RESPONSES TO THE LIMITED DfES CONSULTATION ON DRAFT HE GUIDELINES FOR LEAs - MARCH 2005

The consultation responses below were released by DfES in reply to an FOI request from Mike Fortune-Wood in February 2006. Mike is planning to publish summaries in his Home Education journal, and in a future book in the research series published for the Centre For Personalised Education.  They have been scanned and put through character recognition, so do expect them to be messy.  Information which could identify individuals was removed by DfES and some sections were blacked out in the documents for that reason.

If you would like to comment on these responses then you can do so here.
The comments page can be viewed here.
The purpose of the comments page is to draw together in a single thread peoples’ views of the responses. Those views might then be offered to DfES as a further response, or might be collated into a summary of points to be put forward.  In posting on the comments list you are agreeing that your comments in complete or partial form may be included in a document provided to DfES.  Any summary of the comments list which is not a complete listing will be posted on HE-consult-UK forum for further comment and revision. Authors can withdraw their comments at any time.  Please post constructively. In accordance with the list rules

There is one more response to be scanned: Devon LEA. Then there are 5 other submissions which are not printed text and so not suitable for OCR, one from a parent, one from an anonymous LEA, one from the SW region group of LEAs, and 2 more from LEAs; North Lincs, and Staffordshire.

In addition to the consultation responses above, DfES supplied in error an e-mail from the Sauer Consultancy which was not connected to the guidelines consultation.  Alison Sauer of the Sauer Consultancy sent this explanation:

Firstly we have not made an official response to the guidelines and do not see it as our place to do so in our own right as a company. It just shows the limitation of these exercises that happens when people file things wrongly etc. I have no objection to people seeing the brief confirming e-mail I wrote to the DfES following a complaint I made to them, however it should be read in context. The e-mail appearing here on the website had NOTHING TO DO WITH THE CONSULTATION and has been passed on following a conversation I had with someone in the DfES about a serious concern I had specifically about some areas of bad practice. Wierd!! I made a complaint to the DfES because someone had received a letter I perceived to be outside of child protection policy, if not down right dangerous. It was NOTHING to do with the consultation. It makes me sound as if I advocate everything E Yorkshire does - which I don't - whereas I was actually talking about the use of consultants outside of the Authority's direct employment and how they are introduced to the family of which E Yorks follow child protection policy well. Once again we have not had, and do not intend to have, any direct involvement with the consultation exercise.
