Elaine,

To improve communication amongst home educators about the responses being written to your invitation
for comments on the draft guidelines for LEAs, a web forum was created so that the discussion could 
largely occur in one place despite the distribution of home educators across the country. A great 
many comments were made over the course of the consultation, and those comments have been seen and 
drawn on by EO, Mike Fortune-Wood and others in writing their responses.  The members of the forum 
have asked that those comments be drawn together and sent to DfES as they provide a fuller picture 
of home educators views than the responses have space for.  In addition a "briefing" paper has been 
written which presents some discussion about the wider issues, highlights what home educators feel 
is needed from the guidance, and describes problems that home educators currently face. On behalf 
of the forum members we enclose these documents.
